Proposal looks good, +1 in general with a few comments.
1. In the second example request:
wms/animate?layers=topp:states,topp:states&polygon,selection&aparam=env:color&avalues=FF0000,00FF00,0000FF
What does "polygon,selection" signify?
2. Very minor, but regarding parameter names it would probably be good to
keep use of plurals consistent. So rather than "aparam" and "avalues" either
"aparams"/"avalues", or "aparam"/"avalue".
