I am happy to put CAS in extension.

Phil, "extension" is more about architecture rather than stability. 
Extension modules often have the same level of support and stability as 
core; the main difference is that extension modules do not need to be 
included in a GeoServer deployment (plugins, for example). Modules 
without core developer support or that are experimental go in community:
