The core of the issue is not simple vs flexible, is that you're trying to
mix in a seemingly hierarchical
structure something that has nothing to do with hierarchy, it's
conceptually, semantically bound to
fail.

Workspaces contain layers, that's containment hierarchy.
Services contain operations, that's containment hierarchy too.
Services and data are instead orthogonal, you cannot say that one contains
the other,
that's why no matter how you try to extend the existing system, you'll end
up with a mess,
and that's also why we're pushing GeoFence, which allows mixing the two
concepts
together by abandoning the hierarchy and using rule ordering instead to
resolve
the matching rule (simple approach in the end, first rule matching wins,
with the
variant of rules that are not deciding access or not access, but only
placing restrictions).

As the current authorization system developer and maintainer I refuse to
maintain
in the long term the the solution you're proposing, as a PSC member I am
worried
that even if you step up becoming the new maintainer it will become rather
difficult to
explain users how to operate what you're proposing.

Anyways, that's just my opinion, the PSC is larger, so I expect other
people to chime in
and share their thoughts on the matter.

If others agree your direction is good I'll vote -0, step down from trying
to maintain the
current DefaultResourceAccessManager, SecureTreeNode and friends,
and the baby will be all yours to play with, which means that I expect you
to be around,
answer user questions, and review pull requests about it in the limits of
your spare time if
you don't have otherwise direct funding to operate on it (cause that's what
maintained
open source software is, nobody asks you to be around all time, but you
cannot
make the change and disappear either).
