Have you actually tried either of these functionalities out yourself? They
both work fine.
In Spring, ":" is treated like any other character, leading to a layerName
of "geosolutions:my_layer". The geoserver catalog already has the necessary
functionality to parse the workspace out of a layer name of this form, and
does so when looking up the layer.
As for the extensions, spring MVC naturally handles extensions in URLs.
This ties into the content-type of the request, and ultimately determines
which converter is used to handle the request. If you try it out with the
REST API, you will see that adding ".xml" will result in different output
than ".json".
(Also, all your sample URLs are missing "/rest" after "geoserver")
