We ought to just be using context:component-scan everywhere (without
mvc:annotation-driven) if GWC is not doing that, then that is probably an
error.

Yes, this was added in the GWC upgrade to MVC. It should be included in the
GeoServer gwc configuration (see here
<https://github.com/geoserver/geoserver/blob/master/src/gwc/src/main/resources/application.properties>)
; if it is not getting picked up then that seems like a bug, or something
strange in your configuration.
