You could use the OGC filter PropertyNotEqualTo in the SLD.

We need to get a WMS from a layer with "all-but-one" feature - the equivalent 
of the SQL "ID NOT IN (-number-)".

I know ECQL supports "NOT IN (-number-)", but can I use that through 
GeoServer's WMS service? How can I describe it in normal CQL or OGC filter?

We need to exclude one feature from the image because we will load it as a 
modifiable vector on top.
