Hi Frederick, I think that you can not use more than one FeatureTypeStyle in SLD document. I'm not sure 100%, but I have not seen, in the GeoServer documentation, any use of more than one FeatureTypeStyle in SLD document.
Perhaps you can solve your problem by using more Rule in one FeatureTypeStyle.
