Sorry, but this isn't how it works at all. Using multiple FeatureTypeStyles
is an important technique in SLD - it is the only way to control rendering
order at the level of entire rules, rather than individual features.
GeoServer, however, doesn't use NamedLayer names or anything else to
identify the style to use from an SLD file - it literally just pulls out the
first one it finds. You should put each UserStyle in its own file.
You can use NamedLayer, etc, when including an SLD with a WMS request (via
the SLD or SLD_BODY parameters, for example), look around for docs on
"library mode" for more info.
