Thanks Sibylle, some additional info from the developer. The INSPIRE plugin is a great step towards INSPIRE compatibility but you have to do additional configurations. The needed features will be in the next geoserver version 2.1.3, or you can install a nightly build of 2.1.x. With the current release 2.1.2, you can not achieve 100 % INSPIRE compatibility. (According to our experience)
