thank you very much for your answers and examples.

The "harmonized layer names" problem means that GeoServer cannot name layers as INSPIRE requires? I think I misunderstood this point. I'm sorry for this newbie question, but we're evaluating the feasibility of an INSPIRE project.

    not  mandate that.
