The "harmonized layer names" problem means that GeoServer cannot name
layers as INSPIRE requires? I think I misunderstood this point.
I'm sorry for this newbie question, but we're evaluating the feasibility
of an INSPIRE project.

by Dutch organization Geonovum to verify.
No multilingual services as yet possible though but Inspire does not
mandate that.
Also no harmonized layer names but those are due end 2012 IIRC.
