your enviroment requires proprietary software that core devs do not have
access to
(the SDE support was developed in a time when one core developer had a
customer
with the system available for tests, as far as I know that's no more the
case).
A commercial support contract allowing the developers to buy a license, or
to
spend time connecting to your system under some non disclosure agreement,
seems the only viable option
