Hi,
I just made a test with trunk GeoServer, I basically perform this request
several times:
http://localhost:8075/geoserver/gwc/service/wmts?REQUEST=GetTile&SERVICE=WMTS&VERSION=1.0.0&LAYER=sf:AggregateGeoFeature&STYLE=&TILEMATRIX=EPSG:4326:6&TILEMATRIXSET=EPSG:4326&FORMAT=application/x-protobuf;type=mapbox-vector&TILECOL=78&TILEROW=7
and once the needed tiles are cached I always get an HIT (100% hit).
If you want to put a breakpoint the code responsible for updating the hits is
this one:
https://github.com/nmco/geowebcache/blob/adf4f9ccf59a5124986093d8fa04471c5e6feee8/geowebcache/core/src/main/java/org/geowebcache/conveyor/ConveyorTile.java#L240-L244
So maybe you are hitting some strange corner case or a issue specific to your
GS version.
That say I don't know much about the vector tiles format so maybe someone will
have a better feedback.
If you don't get any more feedback, I would go ahead and open an issue with
enough data and steps to reproduce it:
