Correct. This is valid for all services, not just WMS, for the same reason
you cited (and performance too).
There are only a few "exceptional" formats that we have to store on disk
before sending, only because it cannot be helped,
e.g. any multi-file stored in a zip, geopackage/mbtiles.

You might be thinking about the service strategy, set in web.xml, which can
be set to "BUFFER".
That's also just a temporary file, deleted the moment the response is fully
sent.
Chen, you might get more useful answers if you tell us what you're trying
to address (e.g, are you trying to cache stuff?
Do you see temporary file creation and don't know where it's coming from?)
