Hi,
the build server got attacked some months ago and had to be rebuilt, in the
process we lost the
windows build server that was used to create the installer.
Now a volunteer could be doing the Windows installer manually, but we'd
have to share with the person
the OSGeo certificate to sign it with, and that's quite problematic, the
person would have to be well known and trusted...
and that is a problem, because we have no long date GeoServer developer
willing to do that service on Windows anymore.

Long story short, the best option would be to setup a Windows instance on
the cloud, that's managed by the GeoServer PSC... but that
has a cost to both setup and manage (not sure how much)... if Windows users
are interested in crowdfunding the activity,
we might look into putting together a bugdet for it.

Also, the installer ships with just a 32bit service, which is suitable only
for small workloads. A better alternative for production usage
is to use the Tomcat installers to setup a 64 bit service, and then install
the GeoServer war in it.
