James and Cory were collaborating on this one, we did contact the 
Cynthia at the start of the project, and apparently it is going to be 
common for GeoTools to have multiple license files in it (for EPSG, HSQL 
Driver, and now color brewer data?)  - what a pain for geotools users! 
But at least after this IP check others will *know* what they are 
getting into - which is one of the risks I get contacted about.

Ian / Cory if you can review earlier emails on the subject and update 
the review.txt as best we can, and then ask Cythia for a sanity check?
