I don't know anything about the oceanography bit, but the
SunRelativePosition is indeed a handy thing to have.  It's also tightly
coupled to the positional representation in GeoAPI (or should be... :))  It
doesn't bother me that it's not used inside GeoTools, because this is a
good example of stuff that's used mainly by client code.  It's also
extremely geospatial.  The "main magnetic field model" could also
accumulate in this package.  Both, of course, should be implemented as
Analytical Coverages (whenever the framework is finished).

I guess I'd be in favor of retaining this package as one-or-more
"extensions".  (Note this should not prevent us from forking it to JScience
under a different license if they want it.)  My main concern is that we
retain a package within Geotools within which common
geospatially-calculable quantities can collect.
