That also does work - and I like it.

My only hesitation is writing the following directions for anyone 
upgrading from GeoTools 2.3:
- search: Filter.NONE replace: Filter.GET_ALL
- search: Filter.ALL replace: Filter.GET_NONE

My preference is for a single word (but so far I cannot suggest anything 
better then INCLUDE & EXCLUDE which seems to be out of favour).

 I am going to wait for a clear indication before changing anything (and 
may also stick org.opengis.filter.Filter.NONE in there in deprecated 
form to help people working on trunk -- but it would be removed before a 
milestone release)
