No, I'm sick (fever) and I can't intelligently read the proposal today. Anyways, from a cursory look it seems that the hierarchy is not meant to replace the one in coverage, it's in a different package and it's used only to drive coverage coloring? I guess the standard coverage category support was not functional enough to support raster symbolization? (don't know, just trying to foster discussion).
