The mailing list is the best place if you are providing patches
(cc'ing the module maintainer if there is one).

If on the contrary you need to contract out the work to someone
else, well, that requires direct contact with a company
providing support... hmm... I can't find the GeoTools
commercial support page.. oh, there it is, quite
hidden I'd say:
