Yep, I read it as "we have this rule about advertising any dependency change
in plugin modules that you broke".
Mind, having some way to track the overall dependencies of the library is
not a bad idea, it certainly has merit
in a library that uses as many dependencies as GeoTools, would just like to
have it formalized via a proposal and vote
(so that next time I know I have to follow that process).

I've just declared the ehcache version in the main pom dependency management
(building as I type, I'll commit
once the build passes).
I'll also check with Daniele if it's possible to make the dependency
optional so that people not needing
that functionality can just go and avoid having ehcache in the classpath
