Agree with Andrea.
Imo this proposal is still potentially far from being "complete", at least
if we consider having GeoServer work with it a pre-requisite. I am working
through them now but there are a couple of significant issues in GeoServer.
SecuredFeatureCollection and PropertyValueCollection. And while I am trying
to find spare time to help i can't guarantee when these will be fixed. Need
to first fix complication issues (very non trivial), rewrite
PropertyValueCollection (again, not trivial) and then run all tests, and
cite tests, and who knows what those will bring.
