(1) In githib fork geotools to make yourusername/geotools.

(2) Add your github geotools repo as a git remote for your local repo.

(3) Push your changes to your github repo (I recommend a branch for clarity)

(4) In github issue a pull request from your branch to the target branch.

Now anyone with geotools/geotools commit access can merge your pull 
request. This can all be done without github, but github provides an 
easy web interface for merging and browsing changes, making it easier 
for module maintainers.

You will need one PSC +1 vote to create a new unsupported module.
