Yes, and GeoTools/GeoServer need to do a better job at communicating that
before
coding _anything_ besides the most trivial of bug fixes one has to talk
with the
project developers and gather feedback.
We are getting way to many pull requests out of the blue, and then we have
to struggle
getting them in because no discussion happened before hand on how they
should have been
developed, lack of tests, and other problems that would just be avoided if
people
asked before coding...
