Yes, and separate from the pull request for the NetCDF reader, I am guilty of 
submitting one of the recent 'out of the blue' non-bug fix pull requests - for 
the elevation default value enhancement.  When working on an enhancement in the 
future, I will check in with the dev list sooner in the process.

I think GeoTools having two different NetCDF plugins would be confusing to 
GeoTools users.  Also, sounds like we (Geocent) can do better in future to 
communicate what we are working on that we hope to contribute.

Yes, and GeoTools/GeoServer need to do a better job at communicating that before
coding _anything_ besides the most trivial of bug fixes one has to talk with the
project developers and gather feedback.

We are getting way to many pull requests out of the blue, and then we have to 
struggle
getting them in because no discussion happened before hand on how they should 
have been
developed, lack of tests, and other problems that would just be avoided if 
people
asked before coding...
