Very much this. I totally enjoy working with the GeoTools library and love
the idea of making the jars available on maven central as a community
outreach effort.

This email thread has covered a lot of ground and we need to update the
proposal accordingly. In particular we have a couple research tasks to
address before we can sensibly ask the PMC to vote.
