Unfortunately the new AUTO code gets built into the file structure in e.g.

modules\library\referencing\src\main\java\org\geotools\referencing\factory\wms\Auto42003.java

Should it be 42006 as the next one after the ones in the standard?

I would steer clear from the range of numbers used by OGC, there is a chance 
they might be using
42006 in WMS 2.0 (if/when it comes out) and possibly for a different projection.

Thinking out loud, when we created the generic 2D cartesian plane one we used 
404000 as a joke on HTTP 404,
900913 was google in leet speak, how about we do something similar and assign 
the code 97001 (97 -> gt in leet speak),
or 95001 (95 -> gs in leet speak)
It should be well out of OGC way (hopefully) and we can grow with more auto 
projections as needed.

Or should I just create the pull request and then let people comment?

That would be a good thing to do regardless :-)
