I just updated to JTS 1.14.0 yesterday - the latest release of JTS. The
GeoTools team is actively aware of JTS and indeed if you check the last
meeting mins doing our bit to help it graduate.  I had a chance to help
with a "state of jts <https://www.slideshare.net/jgarnett/state-of-jts-2017>"
presentation if you are interested.

On that note I think there are only a few more things to do for the
LocationTech release but it will not be ready for our beta release.

With respect to your concerns please understand that it is the same project
so so it is being maintained (vivid solutions is a member of LocationTech).
