Martin, I've patched the code myself - I simply took out the
if (register) block, around line 316 in org.geotools.referencing.factory.epsg.DefaultFactory and my code now works! :-) I suspect the geotools code will need some massaging, but I have a feeling the Tomcat server will need configuring too.
