mbedward passed on some docs; I worked on a project where they just encoded the 
information into a simple text file.

There is also an official ISO standard 19115; and geotools has the classes to 
represent those ideas; but no parser/encoder. The standard can be captured as 
an XML document; and is used by may "open" services on the web (implementing 
OGC Catalog).

I think you may want to talk your data custodians or suppliers and see what 
metadata they have; in my experience it is better to write code for the 
information you have than to try and ask people to conform to some committee's 
idea of good data hygiene.
