I often see problems with GeoServer's geowebcache SNAPSHOT dependencies 
not being updated, causing build failures when an API changes. I have to 
manually remove the geowebcache artifacts from my local repository. See 
this wild-goose-chase for example:

I think this is the same problem the original reporters are seeing. If 
anyone can figure out why this is happening and how to fix it, I will be 
rather pleased.
