Andrew,
the GeoTools Maven repository is hosted on "download.osgeo.org" not
"downloads.osgeo.org", which appears to be a different and empty site.
The gt-api artifacts appear to be present and correct:
http://download.osgeo.org/webdav/geotools/org/geotools/gt-api/2.7.5/
OSGeo recently migrated many web servers. Jody, was
download.osgeo.org affected by this migration? If so, should we raise a
ticket with OSGeo SAC?

My company uses the geotools library in our software. We also use sbt to
build our services. This past Friday morning, we started having build
failures whilst sbt was attempting to download dependencies from the
downloads.osgeo.org server using Gigahorse, an asynchronous akka-based
library that enables much faster parallelized downloading of dependency. We
have made no changes to dependencies in our codebase for about the past
week and builds were reliably succeeding up until Friday morning. Our next
best guess is that something was changed with the downloads.osgeo.org
server and is now causing this to fail. I've been able to get a reliable
reproduction and have encapsulated it in a repo. You'll find a link to the
repo below. This error is exactly the same error we were seeing in our
service repo.
