OGC has approved GeoPDF 2.2 (OGC 08-139r1) as an OGC Best Practice. What we've 
disclosed is the details of the georegistration technique that we've 
historically used in GeoPDF. However, Adobe has promulgated a slightly 
different technique, which we'll be using going forward. Adobe's technique can 
be found at: http://www.adobe.com/devnet/pdf/pdf_reference.html. Hackers who 
want to create geospatial PDF files should use Adobe's PDF/ISO 32000 
extensions, IMO. I've got some musings about what for me are happy developments

 It should be a fairly straight-forward exercise to make, say, a GDAL module to 
create geospatial PDF files. I would have like to have seen this go down, oh, 
say in 2003, but better late than never!
