Koordinates can probably help with a general PDF library for map data
and cartographic elements such as coordinate grids and scale bars.
Haven't looked at GeoPDF yet.

OGC has approved GeoPDF 2.2 (OGC 08-139r1) as an OGC Best Practice.
What
we've disclosed is the details of the georegistration technique
that we've
historically used in GeoPDF. However, Adobe has promulgated a
slightly
different technique, which we'll b
e using going forward. Adobe's technique can be found at:

want to
create geospatial PDF files should use Adobe's PDF/ISO 32000
extensions,
