That's pretty close. I'm starting a series of blog posts that explain what we 
do and contrast the differences in what was sent to OGC and what Adobe does,

What we do with the serialization of the geospatial payload isn't very tricky 
and shouldn't require any fancy library for creating new PDF files. However, 
modifying existing files is a different matter...

Today, both Acrobat/Reader 9 and TerraGo software grok either georegistration 
method's payload.
