Didn't get 5 clicks deeps to find the link below the fold, but fair enough point you can query data. Good luck getting 99.9% of the world responding to a disaster to successfully get any data out of it.
You find the map - you know enough to get back to server pages - you navigate to the query page - you know how to write a geometry filter. How many people are going to sort that out. I think you need to get out more if that is the best you've seen.
