All, 

The GeoMoose product was built expressly for the purpose of solving
these types of problems.   It's almost infinitely scalable, is
opensource and has a fairly low learning curve for implementation, while
still having a bunch of capabilities available that make any detailed
configuration possible. 

I'm willing to talk further on the subject with anyone interested in
finding our more.

Ian, we'd be happy to help out.  It would be straight forward to have
an AWS deployment of GeoIQ that would be horizontally scalable.  Looks
like there would be several components, though, I'd think a hybrid
approach is the way to go.  We'd plug in where ever we can help out the
most.  

  

Although, I'm a bit surprised because I though the state of Oregon was
standardized on ESRI -

I'd recommend your friend talk to Andrew and Sean about using GeoIQ.
Otherwise the project would become a huge integration effort using
FOSS or fall prey to Jack's minions with the entire budget, except for
