A few years ago we tracked ships in the Caspian Sea and vehicles on the Kamchatka peninsula using Inmarsat communications. I seem to recall a cost of 15 cents per 140 char message, but I'm sure they now have other data plans and capabilities as well Other satellite com systems (Globalstar, Iridum) are available as well.
