The problem is from the paparazzi standpoint is that the FAA has said absolutely no way to fly the plane over a crowd until they draft rules for the use of UAVs. Anyway, these guys are working on separating the imaging system from the platform, so we could use tethered balloons in a worst case scenario.
How big (pounds/kilograms) is the lidar imaging system that you want to use? You can get alot of lift out of a balloon. These ballons are a bit expensive (about $5k), but could be done if you were charging someone for their services. You can check with the guys at pict'earth about this ...
