Jeff, Sorry, I didn't see this response until I was cleaning up my inbox.. I think the EU has the same restrictions about flying over people, though I don't think the paparazzi would care about following the rules. Where do you find more about tethered balloons? and who/what is pict'earth? So far, I haven't found much about "micro-lidar", but I've started a thread at the USGS lidar site: http://igskmncnwb010.cr.usgs.gov/website/lidar/bb/index.php?showtopic=406 So far, I found some people in Switzerland who put together a "portable" lidar, with a price target of $100k - sounds like it is a few years away.
Roger The problem is from the paparazzi standpoint is that the FAA has said absolutely no way to fly the plane over a crowd until they draft rules for the use of UAVs. Anyway, these guys are working on separating the imaging system from the platform, so we could use tethered balloons in a worst case scenario. How big (pounds/kilograms) is the lidar imaging system that you want to use? You can get alot of lift out of a balloon. These ballons are a bit expensive (about $5k), but could be done if you were charging someone for their services. You can check with the guys at pict'earth about this ...
