Try ossim.org Not sure if it meets the simple requirement, but it is supposed to by pretty handy when it comes to handling geo images. Do you want the new boundaries as part of the image or a separate vector layer? Maybe udig to create the new layers, and super-impose on the raster layers in a mapserver wms.
