I would suggest checking out uLocate's WHERE platform. Granted the interface is a subset of HTML/Javascript, but you get easy access to the user's location and uLocate is doing the hardwork of deploying to phones and making carrier deals.
I believe it's also straight-forward on symbian to get access to the location info - even using Python for Series60. However, there is an issue with signed certs in terms of deploying it to "any" handset.
