As far as I know, no carriers in the US currently pass location data through XHTML-MP - at least not without a very cozy developer relationship. (if somebody knows different - please speak up!)

In the US, Sprint offers access to control plane location data for any device on their network through their Business Mobility Framework (BMF). The crappy thing is that it costs $15/per handset/per month. Not developer friendly. Find out more here: http://www.nextel.com/en/solutions/gps/mobile_locator.shtml

Carriers in Japan such as KDDI, NTT Docomo, Softbank and Willcom all provide some way to derive location information through XHTML-MP/cHTML/ whatever HTML using simple URLs, HTML forms and HTTP headers. You can read more about how they do that here:

In the UK, we (Socialight) get control plane location data from all the carriers. This is freely available (for a price!) from SMS aggregators such as MX Telecom and others.
