I signed up as a AT&T and Verizon mobile developer to find precisely the same thing. As of last year, if you are willing to submit your business plan and all of your intellectuial property, theses carriers -might- allow you query for local coordinates with authenticated certificates, that they administer, under their rules and procedures.

Even though end user environments are open, like android, or generally programmable like symbian or iphone osx, access to low level apis for things like device location will probably similarly controlled, in the beginning anyway. imho.
