With no endorsements or recommendations offered, I'd say yes, there are a
number of interoperability-oriented (and arguably standards-based) XML
schema approaches to TINs - LandXML http://www.landxml.org/ and  LandGML,
http://www.opengeospatial.org/projects/initiatives/landgmlie which is a
GML-based implementation of LandXML as two examples.

Has there been any recent work on a "standard" file format for TINs? We may
be about to start work on a plug-in for the creation of manipulation of TINs
in OpenJUMP, and I want to avoid reinventing the wheel.

 

If there is a standard file format for TINs, or even a file format used by
another FOSS program that has decent documentation, please let me know.
