There are several different commercial software packages that support
LandXML, but I don't know what the Open Source picture looks like.

So are there libraries out there to use these TINs in analysis?

As a few examples, I'd like to be able to

1 - create a TIN create from various features, including, for example, an
ogr polyline3d layer
2 - query a TIN at an xy location and return the z value
3 - calculate TIN volumes above/below z planes
4 - visualize these TINs
