I'm mostly a desktop GIS guy. However, I've recently gotten curious
about what it would take to display some simple maps on the web. I'm not
talking about anything incredibly powerful or interactive. I just want
the ability to display vector data and maybe link to some photos.

I've been doing some research online, and I think there are three (3)
possible options:

[1] Google Maps API

[2] Yahoo Maps API

[3] Pure CSS

Web mapping is a great unknown to me. I can do some simple HTML/CSS
sites, but I've never scripted on the server or client side.

Do my fellow wankers have a recommendation for a simple web mapping
solution based on the criteria above? Are there reasons to go with Yahoo
and not Google, or with Google and not Yahoo? Or should I just embed
hyperlinks over an image background using pure CSS? (I don't want to
start any wanking wars. I know each solution will have its own
advantages and disadvantages. I'm trying to figure out what those are.)

Thanks for any suggestions. If you've got a good book you can recommend
with your suggested web mapping platform I would appreciate that was
well.

P.S. - What the heck is open street map using?
