Nope. I will be creating my own basemap using FOSS GIS software.

You can't zoom and pan with CSS in the traditional sense.

I'm thinking of an initial web page that presents an overview map at a
large scale, say 1" = 5000'. I'll place hyperlinks over this overview
map using div elements. I'll show a transparent mask over each tile
using rollovers.

When the user clicks on one of the overview map hyperlinks a "zoomed in"
map will appear. Perhaps at 1" = 500'. I can then use embedded
hyperlinks in the same way to access photos or supplemental text. (I'm
thinking I can even present this information below the main map screen
using CSS pop-ups.)

Panning could be achieved with hyperlinks that load staggered tiles.

I'm not sure how fast this "pure CSS" implementation will be. I think it
may be workable if the tile images are small and the rest of the page is
kept relatively simple. I'm very interested in seeing what I can do
without a third party library or javascript. I'm also keen on the
flexibility that CSS layout will allow me. The maps I want to display
online will be simple and will not contain a huge amount of detail.

If it is turtle slow when I try it I'll likely move to OpenLayers since
I'm a FOSS guy.

I'll let you know how things work out.

You mentioned vector data. Do you need to display your data on top of  
a basic base map? If so, and your data set is small, the simplest  
strategy would be to:
1. use openlayers
2. add Google, yahoo, or MS as a base map
3. convert your data set to GML and add it as a GML layer

This avoids the need for a "real" map server -- very ISP host  
friendly. Don't know how you can zoom and pan with a pure CSS  
solution, but if you can I'd like to know about it.
