Dear colleagues,

While a wide array of "cooperation under anarchy" sources exist in the 
international relations literature, I am looking for recent articles (academic 
or "popular") on enforcement of international environmental accords (or lack 
thereof).  Does anyone have any suggestions for an undergraduate class?  I am 
especially interested in succinct and salient critiques of the UN as "enforcer" 
and other possibilities (including "market-driven" enforcement, such as in the 
carbon exchange markets).
