Hi Debra, This probably won't give you everything your students need--especially as regards the more expressly "political" dimensions--but chapter 1 in Vig and Kraft, *Environmental Policy: New Directions for the 21st Century*, might be useful. (Full disclosure: that's based on the 6th edition; I haven't seen the latest).
